Open Space Conservation
Have conservation groups made offers to puchase Sierra Colina?

No.  For approximately one year after acquiring the parcel, Sierra Colina, LLC conducted community outreach to—among other things—explore avenues to locate a conservation buyer for the entire parcel.  No viable conservation buyer with available capital emerged during this process.  Exhibit 52 of Sierra Colina’s April 2006 application to TRPA, with respect to a conservation purchase of the entire parcel as a possible project alternative, stated:

            2.  Conservation Purchase of Entire Parcel:  From the time we closed escrow on this property in April, 2005, we made clear that we were open to the possibility that a conservation entity could make an offer to us to purchase the land outright for the price of the cost we had incurred in acquiring it, plus a reasonable return on our capital for the time during which we would carry the property prior to a transaction that would result in its acquisition by a public land trust or conservation organization.  At the time of these early discussions about the prospect that the property might be acquired by a conservation entity, we expressed our doubt that such a buyer would come forward in a timely fashion (we stated that we would simultaneously pursue other options as we did not intend to wait indefinitely for a conservation buyer to surface).  We waited nearly one year for a conservation buyer to make an offer; and, at the same time pursued public trusts and other conservation options (as described earlier in this letter in the section on ‘Community Outreach’).

Reason for rejecting:  No buyer materialized in the time allotted for a realistic consideration of this option.  We have reached the point where, as owners, we no longer wish to incur the carrying costs of this property in pursuit of an option which has resulted in not one offer, or even serious interest with requisite financing.”
