| What is the Douglas County position on Sierra Colina Village? |
Douglas County supports the proposed Sierra Colina project. The Community Development Department staff of Douglas County has done a preliminary review of the proposed project and has found it to be in apparent compliance with Douglas County Codes, although the project itself has not yet been formally reviewed or approved by the County or its Board of Commissioners.
Sierra Colina and Douglas County have worked together for several years reviewing and discussing the design of the Project.
Douglas County supports proposed PAS 073 Amendment (for moderate income, deed-restricted homes)
Douglas County Board of Commissioners will soon be considering a Development Agreement with Sierra Colina:
- To assist Douglas County implement EIP #679 Lake Village Phase II

To facilitate implementing community benefits of Sierra Colina Village
Under the Development Agreement, subject to necessary TRPA & Douglas County approvals:
- Douglas County will accept 10+ acre land conveyance for open space, recreation & conservation
- Douglas County will assume responsibility for creating LPF 2
- Sierra Colina will design, construct and maintain LPFs 3, 4 & 5, and connect LPF 5 to Kahle Recreational Field pedestrian/bike path
- Douglas County will transfer coverage to Sierra Colina for LPFs 3, 4 & 5
Under the terms of the proposed Development Agreement, subject to Sierra Colina later obtaining all necessary TRPA project approvals, Sierra Colina will make the following contributions, among others, to EIP #679 and to public improvements on the Sierra Colina parcel:
- Sierra Colina will agree to treat on its parcel, at its expense, off-site storm water runoff from approximately 26,000 sq. ft. of Echo Drive:
- Sierra Colina’s on site storm water management plan (SWMP) will treat on its parcel (i) public storm water runoff from approximately 0.6 acres (26,000 sq. ft.) of Echo Drive; and (ii) Sierra Colina Village’s storm water runoff from its eastern drainage catchment;
- Sierra Colina’s SWMP includes Tier 2 TMDL design and technology, which will exceed current TRPA requirements and meet current stringent Douglas County drainage requirements;
- Sierra Colina will fund the construction and maintenance of this public storm water treatment system on the Sierra Colina parcel; and
- Sierra Colina will relieve Douglas County of its obligations under existing funding agreements with USFS and NDSL for Douglas County (through EIP #679) to construct and maintain the public storm water treatment facilities on Sierra Colina.
- Sierra Colina will provide construction access and maintenance easements to Douglas County for other elements of EIP #679 which are located on the Sierra Colina parcel.
