Previous TRPA Decisions
Has the TRPA Governing Board voted down residential projects proposed in the past by prior owners of the property?

No.  Over the past 30 years, the property has changed ownership several times. In 1998, the previous owner submitted an application to TRPA to develop a residential project of between 26 and 44 single-family homes.  Although there were public hearings about the prior owner’s proposed project during 1999, 2000 and 2001, the TRPA Governing Board never held a final vote on the project.  Rather, a number of votes by the TRPA Governing Board were taken regarding the appropriate type of environmental review to conduct on the proposed project.  After several hearings before the TRPA Governing Board considering these issues, the prior owner agreed in 2001 to proceed with a full Environmental Impact Statement (EIS).  Soon after the EIS process got underway, the prior owner experienced financial difficulties that resulted in the property going into a foreclosure auction proceeding in 2005.  In 2005, Sierra Colina, LLC acquired the property.  Sierra Colina, LLC has no current or past business association with any of the prior owners of the parcel or with any of the prior TRPA activities concerning the parcel before April 2005.  For further discussion of this subject, please see Master Response D on page 2-247 through 2-248 of the Final EIS.
