Yes. The Sierra Colina DEIS describes two elements of the project as benefiting recreation (see “Links” Sierra Colina DEIS Chapter 4.12-Recreation @ pg 4.12-8 – 4.12.12): ► Providing four LPFs (linear public facilities), including three public-accessible pedestrian/bike paths and one public-accessible shared driveway/roadway. ► Creation of 10.7-acre open space conveyance to a public entity for public access and conservation. These elements translate into three recreational benefits arising from Sierra Colina Village: First, Sierra Colina is adjacent to the Douglas County Kahle Recreation Center. The Douglas County Kahle soccer field and baseball fields border the Sierra Colina SEZ. East of Sierra Colina there is a paved Class 1 bike trail which enables bicyclists and walkers to get from the Round Hill Shopping Center to the site of the former Kingsbury Middle School, and to continue on the Class 1 trail to the lower Kingsbury neighborhood where the trail stops at Pine Street. There is a missing section (still dirt) on U.S. Forest Service land that needs to be created and paved to enable users to go all the way from Round Hill to the Douglas County Recreation Center on a Class 1 trail. The Sierra Colina proposed LPF 2 would provide a significant public benefit by completing an important section of existing Douglas County Recreation trails to connect the U.S. Forest Service parcel to the Kahle Recreation Center. (Sierra Colina DEIS Chapter 2-Proj Description @ pg. 2-26) Second, important public safety and recreational benefits are associated with the Sierra Colina proposal to create linear public facilities, #3, #4, and #5 [See “Links” – “EIS Alternative 1: The Project”] which provide the public safe means to transit through the Sierra Colina parcel, as well as to connect to other existing recreation trails and paved transit surfaces in the surrounding area. Allowing guided public access through Sierra Colina provides a safe means for pedestrians to travel, while also protecting the sensitive areas of Burke Creek from off-path pedestrians, who frequently cut through the Burke Creek SEZ on the parcel. (Sierra Colina DEIS Chapter 2-Proj Description @ pg. 2-25 – 2-30) Third, the proposed conveyance of 10.7 acres of the 18-acre parcel to preserve as open space would support Douglas County’s Recreation Goals and Polices and includes all 2.4 acres of SEZ inside the Sierra Colina parcel, as well as an additional 8+ acres of forested land.
