An existing utility road in the SEZ is a source of pollutant loading into the Burke Creek SEZ. The existing conditions of the parcel include a compacted utility road through the Burke Creek SEZ. The utility road is a water quality concern and a source of pollutant loading for the Burke Creek SEZ and downstream water quality (See pages 7-8 of nhc, Supplemental Water Quality Analysis (Sierra Colina Final EIS, Appendix AA). Numerous unauthorized dirt trails and crossings over Burke Creek are water quality concerns for the Burke Creek SEZ. The existing conditions of the parcel include numerous dirt trails through the Burke Creek SEZ and numerous crossings over Burke Creek created by trespassers on the parcel. The trails and crossings are a water quality concern and a source of pollutant loading for the Burke Creek SEZ (See pages 8-9 of nhc, Supplemental Water Quality Analysis (Sierra Colina Final EIS, Appendix AA). An unauthorized pipe generates significant pollutant loads onto the Parcel through the discharge of off-site, public stormwater runoff from Echo Drive and Kingsbury Middle School before returning to Lake Village Drive through an eroded channel on the parcel. The currently vacant parcel is adversely affected by public stormwater runoff generated upstream from impervious surfaces associated with the Kingsbury Middle School and Echo Drive. This runoff is currently collected in drop inlets located on Echo Drive upslope of the Sierra Colina parcel and piped directly through an unauthorized Douglas County pipe outfall onto Sierra Colina. During storm events, the pipe discharges significant runoff onto the Sierra Colina parcel before the runoff eventually returns through an eroded channel to the Lake Village Drive right-of-way. This condition causes ongoing pollutant loading from the existing eroding channel on the parcel (See pages 10-11 of nhc, Supplemental Water Quality Analysis (Sierra Colina Final EIS, Appendix AA).
