Currently, Sierra Colina is zoned multi-family residential, with allowable density of up to 3 homes per acre, or 54 homes on the 18-acre parcel. One neighboring parcel, the Lake Village Subdivision (across the street on Lake Village Drive), has twice the density (6 homes per acre) allowed on Sierra Colina. On the other side of Highway 50, the future Tahoe Beach Club (approved by TRPA in 2008) has a density of over 7 homes per acre (142 homes on 19.6 acres). Before 1992, the Sierra Colina parcel was in the Genoa Conservation Plan Area Statement (PAS 060) where permissible uses had included one single-family dwelling and one secondary residence. In 1992, by a unanimous vote of the TRPA Governing Board, Sierra Colina was moved into the Lake Village Plan Area (PAS 073), Special Area #1, where permissible uses include multi-family residential at a density of up to 3 homes per acre. That decision 17 years ago was approved by a unanimous vote of the TRPA Governing Board. As a result, the parcel became an “urban area” as defined by the TRPA Code of Ordinances (TRPA 2004 [Chapter 2]).
